
While there’s no official age limit for when a child can begin Applied Behavior Analysis (ABA) therapy, when it comes to insurance coverage, both federal and state laws set boundaries. These limits vary by state, usually falling between ages 19 and 21.
In North Carolina, the current age limit for insurance-covered ABA therapy is 19. That means children with autism spectrum disorder (ASD) are eligible for coverage only until they turn 19, so families must begin services before their child’s 19th birthday to receive insurance support.

ABA Therapy Age Limit: When to Start?
Extensive scientific research consistently shows that children benefit most from ABA therapy when they begin early in their development.
Fortunately, advances in diagnostic practices now allow for reliable autism identification as early as 18 months of age. Statistics on autism in North Carolina report that children typically receive their diagnosis around 38 months (just over 3 years old).
Starting ABA therapy around the age of 2 takes advantage of a critical developmental window when children’s brains are naturally more adaptable to learning new skills. During these early years, therapy can help children develop fundamental communication abilities, social connections, and daily living skills.
While early intervention is ideal, many children aren’t diagnosed until they reach school age. Parents need to know that children can still make significant progress when starting ABA around the age of 6 or older. Especially about building communication strategies and developing social relationships.
Does ABA Therapy Work for Older Children?
Yes, it can! While ABA therapy often begins in early childhood, it can still be highly effective for older kids and teens. Many still have regular daily sessions when they enter adolescence (10 and above), especially if they started young, since ABA is a long-term, developmental process.
As kids grow and gain new skills, their therapists adapt the treatment to match their age, interests, and goals.

Age Limits for ABA Therapy Insurance Coverage
For families with Medicaid, ABA therapy is available to all children and young adults under the age of 21.
This applies across the U.S., including in North Carolina, as long as the therapy is considered medically necessary and the request is submitted by a certified clinician.
While Medicaid doesn’t set annual limits on ABA coverage, individual states may have their own policies in place.
State-Mandated Insurance Plans in North Carolina
In addition to Medicaid, North Carolina also offers state-regulated insurance coverage for ABA therapy that helps cover the cost and other autism treatments. However, these plans come with different rules: they only cover children up to age 19, and they currently cap annual ABA therapy coverage at $40,000.
To qualify for coverage, therapy must be provided by Board Certified Behavior Analysts (BCBAs) and Registered Behavior Technicians (RBTs).
In 2020, the state raised the bar on therapist certification requirements, which, while aimed at improving quality, also reduced the number of eligible professionals. As a result, many families, especially those outside major cities, have found it harder to access the services their children need.
